"AI video ad generator" covers four different jobs, and most roundups bury that under one ranked list. You might want an AI actor reading your script, a presenter avatar, raw footage from a video model, or a full ad-ops suite. Pick the job first. Then compare what one finished ad costs, because the monthly price tells you very little.

An AI video ad generator is software that turns inputs like a product page, a script or a prompt into a video ad: script, footage, voice and edit. This roundup covers Creatify, Arcads, HeyGen, invideo AI, Runway, Pencil and AdSmash. AdSmash publishes the page and is one of the seven, so treat our read of it with that in mind. Every competitor fact links to that company's own page, and we checked them all on October 1, 2026.

AI video ad tools at a glance

Prices are the entry paid plan as of October 1, 2026 (AdSmash's as of October 14, 2026), billed monthly unless noted. "Not documented" means we found no primary source either way.

Motion turns up on a lot of these lists, but it's creative analytics. It studies ads you already run and suggests what to make next. It doesn't generate ads, so it stays out of the table.

Four jobs that all get called "AI video ad generator"

We think the first decision is the job, not the brand, and each of the next four sections covers one:

  1. AI actors. A stock or custom AI actor reads your script to camera. Arcads and Creatify.
  2. Presenter avatars and product/prompt-to-video. A presenter avatar delivers your copy, or a product page, photo or prompt becomes a narrated video. HeyGen and invideo AI sit here, and so does Creatify's product-page-to-video.
  3. Raw model footage. You generate shots with a video model and cut the ad yourself. Runway.
  4. Ad-ops suites. Production plus channel integrations, scoring and governance. Pencil.

Two tools don't fit one box. Creatify spans actors and product-page-to-video, and adds ad-account launch and reporting. AdSmash sits in raw model footage but adds brand context and Meta data, covered in its own section below.

AI actors: Arcads and Creatify

An AI actor is a generated person who delivers your script to camera. It's what most people mean by "AI UGC ads."

Arcads

Arcads' homepage advertises 1,000+ AI actors and translation in more than 30 languages. It also lists the models it runs, including Seedance 2.5, Sora 2 Pro, Kling, Nano Banana, Seedream and GPT Image. Which plan includes the actor library? The homepage doesn't say.

The standout is Mark, an agent that "learns your brand, reverse-engineers your competitors' best-performing ads" and remembers your products, audience, offers and brand voice from one session to the next. Performance is thinner. Arcads' connector page for Claude, an MCP (Model Context Protocol) server, says analysis depends on "the other tools and connectors you give Claude," and we found no in-app reporting described.

There's no public pricing page either: /pricing returned a 404 on October 1, 2026. The credit rate is public, and it matters for short ads (see the pricing section). Our Arcads vs AdSmash comparison goes through the credit terms in full.

Creatify

Creatify's homepage leads with turning "any product page into a winning video ad," which is why it shows up in the next job too. Its pricing page lists 300 AI actors and 75+ languages on Starter, and 1,500 actors plus 3 custom avatars on Pro.

It also covers the step after production. Creatify says it connects to ad accounts on Meta, TikTok, YouTube, Snap and Amazon, with a Performance Agent you can chat with about your ad data and built-in A/B testing. And among the actor tools here, it's the one that publishes plan prices.

Don't pick between the two on library size. The counts sit on different plans, and Arcads names no plan for its library. The real split is that Arcads has Mark's competitor research and brand memory, while Creatify has published prices and a launch-and-report loop.

Presenter avatars and product/prompt-to-video: HeyGen and invideo AI

This job starts from a script, a product photo, a link or a prompt and returns a narrated video, often with an avatar presenting. Creatify's product-page-to-video belongs here as well.

HeyGen

HeyGen's ad generator takes a product photo or video, a short description or ad copy. It supports 175+ languages and exports for TikTok, Meta and YouTube. The page describes exporting files, not connecting ad accounts, so your results stay in your ads platform.

Cost depends on the avatar. HeyGen's credits guide prices avatar video per minute, by model: Avatar III Video Look is 4 credits a minute, Avatar III Photo Look 7, Avatar IV Photo Look 16, Avatar IV Video Look 31 and Avatar V 48. With a spread that wide, a single "HeyGen cost per ad" number would mislead you.

invideo AI

invideo's ad maker turns text prompts, images or a product link into an ad. It adds script generation, 16M+ licensed stock clips, voiceovers and AI actors in 50+ languages. The pricing page shows no free plan. Basic is $9 per seat, monthly or annual. There's a catch, though: Seedance 2.5 is only on Pro and Ultra, so the $9 plan doesn't get you that model, and our cost math below starts at Pro's $30.

Raw model footage: Runway

Runway is on plenty of "best AI video generator" lists, and it's a different job from the tools above. Its homepage describes a cloud-based creative platform for video, image and audio generation, with Gen-4.5 as the video model. It doesn't describe an ad-specific workflow.

On the pricing page, Gen-4.5 bills at 60 credits per 5 seconds. What comes out is footage. By our reading you still need the script, voice, captions and edit, so the Runway cost per 30 seconds below counts as footage only, not a finished ad.

The same is true of video models inside other tools, such as Seedance 2.5 on Arcads and AdSmash. The model makes the shots. Someone still has to assemble the ad.

Ad-ops suites: Pencil

Pencil's homepage says "Marketing has an AI operating system now" and describes aggregating AI models with enterprise governance. A customer story on that page says Google's Veo models are accessed through Pencil Pro.

Its pricing page lists integrations with Facebook, Instagram, TikTok, YouTube, Google Display, DV360 and LinkedIn, plus "Realtime AI insights and Scores" on the plan cards. The plan comparison puts AI predictions on Pro. Older reviews quote a "$1B+" training figure for Pencil's scoring. It isn't on Pencil's current pages, so we leave it out.

One more limit: according to its pricing page, Pencil meters in generations (50 a month on Core, 250 on Growth, video included) but never says what one video generation contains. That caps how much cost math we can do.

Where AdSmash fits

AdSmash is an AI ad creative platform. In this roundup it sits in the raw-model-footage job, with two additions that matter if you run paid social: brand context and Meta data.

  • Brand references. You store products, likenesses, colors and typography once, and every generation reuses them.
  • Models from several providers on one canvas. Seedance 2.5, Gemini Omni, GPT Image 2.5, Grok Imagine 1.5, Happy Horse 1.1 and MiniMax H3, with the cost shown before every render.
  • Ad creative intelligence. It breaks down winning ads using roughly 60 to 70 signals, and one click turns a teardown into a brief. Every plan has it, including Free.
  • Meta performance data, read only. According to its homepage, AdSmash "cannot create, edit, publish" anything in Meta. The integration covers Meta only.
  • Managed service. You send a brief instead of building the ads yourself, and ads go through a human review step before they ship. That review belongs to the managed service, not every plan.

What it doesn't do: AdSmash documents no talking-actor library, no TikTok or Google ad-account integration and no publishing to Meta. If AI actors are the job, the tools in that section fit better.

AI video ad pricing: what one 30-second ad costs

Monthly prices don't compare across these tools, because each one sells a different unit: credits per 15 seconds, per minute per actor, per 5-second clip, per generation, or dollar credits. So we compare cost per finished ad, meaning one usable ad at a plan's published rates. Each entry plan below is converted into the price of one 30-second ad.

Plans side by side

Cost per 30-second ad

By our calculation: cost = plan price ÷ plan credits × credits per ad. For Creatify Starter that's $39 ÷ 100 × 10 = $3.90. Each row assumes the entry paid plan at its monthly price and that every generation is kept.

Tool and planBilling unitOne 30-second adCondition
Creatify Starter ($39, 100 credits)5 credits per 15 s, rounded up10 credits, $3.90Finished ad from the Video Ad or Avatar Video tools (Agent and Ad Flow use variable credits); Pro works out at $3.30
HeyGen Creator ($29, 600 credits), Avatar IV Video Look, billed by the second31 credits per minute15.5 credits, $0.75HeyGen documents no rounding rule

invideo AI Pro ($30, 1,000 credits)invideo's estimate: about 28 Seedance 2 videos per 1,000 creditsAbout $1.07 per videoNot comparable to the 30-second rows until invideo states the clip length; treat it as a per-generation estimate, like Pencil's
Pencil Core ($14, 50 generations)Generations$0.28 per generationPencil doesn't define what one video generation contains
Arcads800 credits per minute, per actor800 creditsPrice per credit not public
AdSmash Pro ($20, $25.00 of credits)Dollar credits at model ratesNot derivablePay-as-you-go rates aren't published

Read the Creatify and Runway rows together. The $3.90 buys a finished ad, while the $8.64 buys raw footage that still needs the rest of the work. That's two different jobs, not a price gap. HeyGen's Avatar V, at 48 credits a minute, works out at about $2.32 a minute on Creator.

The billing unit also decides which ad lengths are cheap. Creatify meters per 15 seconds, rounded up, per its credits guide, so a 15-second ad costs $1.95 on Starter and a 60-second ad $7.80. Arcads' help article says it bills 800 credits per minute, per actor, and "Length is always rounded up." A 15-second single-actor ad therefore costs the same 800 credits as a 60-second one. If you test short hooks, that adds up fast.

Treat all of these as floors. Creatify charges revisions at 3 credits per 15 seconds (free on Pro and above if the script, avatar and voice don't change), and every tool bills for the regenerations you throw away. Budget on the ads you keep. Then decide how many distinct ideas you need to test; our post on how many ads it takes to find a winner shows how to count them.

Rollover and expiry

Unused credits behave differently from tool to tool, which changes the real price when your production is uneven:

  • HeyGen: on monthly plans, unused credits roll over for one billing cycle only. Annual subscribers' credits accumulate over the year.
  • invideo AI: unused credits don't roll over to the next month.
  • Runway: Standard and Pro credits don't roll over and reset within 24 hours of the billing date. Max rolls over up to one month of unused credits.
  • Pencil: the generation quota resets monthly, with no rollover.
  • AdSmash: plan credits stay valid for two months, so a slow month doesn't waste the whole allowance.

We didn't find Creatify or Arcads rollover terms on the pages we checked. Ask before you buy a plan sized for a busy month.

AI actors can't voice testimonials no customer gave

The FTC's Rule on the Use of Consumer Reviews and Testimonials took effect on October 21, 2024. According to the FTC's announcement, it covers testimonials attributed to someone who doesn't exist, such as AI-generated fakes, and testimonials from someone who "did not have actual experience with the business or its products." The FTC's Q&A adds that the rule "has no blanket prohibition on the use of AI-generated avatars in marketing." An avatar testimonial breaks it only if the underlying testimonial is fake or false.

On our reading, the safer pattern is to script AI actors as spokespeople, or have them read real, documented reviews, instead of casting them as customers describing experiences no one had.

Not legal advice

This is a US rule, and other markets have their own. Have counsel check any AI-actor script written in a customer's voice before it runs.

Which AI video ad tool fits your team

Here's our view, tied to what each tool's own pages say:

  • AI actors, plus an agent that studies competitors' best-performing ads and remembers your brand: Arcads, because Mark's page describes both.
  • AI actors with published prices and launch-and-report in one tool: Creatify. It publishes its plans and connects to Meta, TikTok, YouTube, Snap and Amazon. If you need TikTok or YouTube ad data inside the tool, Creatify lists it and AdSmash doesn't.
  • Presenter-style explainers, or one video localized into many languages: HeyGen, with 175+ languages on its ad generator.
  • Prompt-to-video with stock footage at a low entry price: invideo AI, with Basic at $9 per seat.
  • Cinematic shots you'll cut together yourself: Runway, priced per 5-second clip.
  • Multi-channel production for a larger team that needs governance: Pencil.
  • Paid social on Meta, with brand references reused across models from several providers and results in the same workspace: AdSmash.

If your bottleneck is knowing which ads worked, not making new ones, an analytics tool like Motion comes before any generator.

Before you choose, take your ad length and the number of distinct ads you plan to test next month. Multiply by each shortlisted tool's credits per ad, and compare the total with the plan's credits. If AdSmash fits that math and your workflow, start free and try it on your own brand. The cost is visible before every render, and the managed service is there if you'd rather send a brief. See the plans for current prices.

Frequently asked questions

What is the best AI tool for video ads?

It depends on which of four jobs you need. For AI actors, look at Arcads or Creatify. For presenter avatars and product/prompt-to-video, HeyGen or invideo AI. For raw model footage, Runway, or AdSmash if you want stored brand references and Meta data. For ad-ops suites, Pencil. The at-a-glance table above maps each tool to its job.

How much does an AI video ad cost?

On published rates as of October 1, 2026, a finished 30-second ad costs $3.90 on Creatify Starter. Runway Standard charges $8.64 for 30 seconds of raw footage only, before any script, voice or edit. Arcads publishes no prices. Revisions and rerolls add to these floors; see the pricing section above.

Is there a free AI video ad generator?

Several tools have free tiers. Creatify Free gives 10 credits a month, up to 2 video ads, with a watermark. HeyGen Free gives 3 videos a month up to 1 minute, watermarked. Runway gives 125 one-time credits, Pencil lets you create six ads free through a guided sign-up, and AdSmash Free includes trial credits for its Studio agent. invideo's pricing page shows no free plan.

Arcads or Creatify: which is better for UGC ads?

Both make AI actor ads. Arcads lists 1,000+ actors without naming a plan, plus an agent, Mark, that studies competitors' best-performing ads and remembers your brand, but it publishes no prices. Creatify lists 300 actors on Starter and 1,500 plus 3 custom avatars on Pro, from $39 a month, and connects to ad accounts.

Can I use AI actors as customers in ads?

The FTC says its testimonials rule has no blanket ban on AI-generated avatars. The problem is a fake testimonial, such as an AI actor presented as a customer describing an experience no one had. It is a US rule, so check the rules in your market and get legal advice before running customer-voice scripts.
